SOUTH CAROLINA In the early months of 1995, the South Carolina Civilian Militia began actively recruiting in the Greenville- Spartanburg area, seeking, in particular, pilots and those with military skills. The militia's self-proclaimed leader, Ian Roebuck, a preacher, claims 80 members in several counties. Roebuck and "information officer" R. C.
