IHR was the brainchild of anti-Semite Willis A. Carto,
founder and "treasurer" of the extremist propaganda organization,
Liberty Lobby. Self-explanatory titles from the IHR catalog include
French writer Robert Faurisson's _The Rumor of Auschwitz_; _Did Six
Million Really Die?_ by Richard Harwood (pseudonym of British
neo-fascist Richard Verral); and a "revisionist" mainstay, _The Hoax
of the Twentieth Century_ by Arthur Butz, a professor of engineering
at Northwestern University.

_The Spotlight_, Liberty Lobby's weekly tabloid, allots a
good deal of coverage to IHR's activities. Annual IHR meetings,
cloaked in secrecy, are forums for bizzare theories and for addresses
similar to Willis Carto's at the 1982 covention. Carto asserted that
Zionists are "predators" who exploit the "guilt" of Western Society
for "the building of God's promised land for God's chosen people with
our tax money."

At the same convention the IHR publicly offered a $50,000
"reward" for "proof" that the Nazis had operated gas chambers for the
extermination of the Jews during World War II. The offer plunged the
IHR into costly litigation with Mel Mermelstein of California, a
survivor who answered IHR's challenge. Subsequently, IHR agreed to
pay Mr. Mermelstein $90,000 in an out-of-court settlement.
