The statement said utterly nothing about the desires of the participants
regarding developing a consensus.  It only said that a consensus would be
hard to reach.  I think perhaps that a satisfaction with this condition on
the part of some is a more likely case to be encountered than is your
siren analogy.  I haven't seen any indication that anyone here can
convince anyone else of anything, let alone lead them somewhere.
